Could the kookaburra be to blame?

An interesting article by Mike Selvey on the Guardian website discusses how much of the recent test run/borefest is due to the Kookaburra ball used by all except England and India.  I picked up on this quote in particular:

I have yet to speak to either batsman or bowler who has not condemned the Kookaburra ball as being detrimental to good cricket after the first 15 overs or so.

So perhaps the pitches round the world are not entirely culpable after all.  If this is the case then the next, obvious question must be “what, if anything, are the ICC doing about it?”
